From what I remember, they first used the one currently in game and later changed to that one. Near the end, where they call it ready to be used, changed back to the previous one and implemented it into main servers.

The only reason I can see for the change would be that it's too flashy and some people could get epilepsy and other problems.

I did not know people who have epilepsy could play games like Ragnarok, which has many colors and information...
It also has other sprits which has more bright colors that the headless mule.
