The design itself isn't too bad, it's just really busy. Splash pages shouldn't have a lot of links too. It should always be kept simple.

Take IntenseRO's splash page for example:

Simple, elegant, and to the point. A splash page shouldn't be designed like it's a website. It should just be a page with links to the sites within your network.

Splash pages shouldn't even exist, it makes navigation worse and is bad for the SEO.
Everything should be available directly. Websites are there for information, not for "view mah desing skillz lolz"

Only time I would ever use a splash page is if it was a network page since the links would lead to different sites with their own SEO. I do think splash pages are a waste though.

You should definitely hire someone for this kind of thing. Really. The website you showed looks really bad :s especially the stretched images - Photoshop at least? It looks like it was 1/2 done in Paint.
