Whats the difference between the grf version 0x103 0x102 0x200
and also some people making grf makes their loading screen faster. how do they do it? Thanks in advance

Thats a format update of the grf. The only difference for the program are a few compatiblity issues regarding the support of newer files but never will have any problems if you are using a 0x102 instead of 0x200.

The fast loading screen is a memory change from a 3pp.

RMS doesn't support any 3pp that helps players cheating so no. Google it yourself, shouldn't be hard to find if you know what and where to search.
