Loading Screen *Not Responding* all the time

Hi like the title says, everytime i go in or out a warp. it always takes me 2-3 mins to go in or out.

im using windows 8, by the way.

my problem is, my buddy is using windows 8 too. but the issue doesnt happen to him.

I did everything i found soutions online. but didnt work.

i did:

run as admin the exe/ patch. patch sak1213, turn off my anti virus.

help me please.

Specs of the pc/laptop? Just saying win 8 isn't really enough.
