Just wondering, if I get data.grf and rdata.grf and stick both the new patchers inside, will it work? Without downloading the whole thing?

yes if you mean you are at least going to download the rdata.grf and data.grf.  If you have older grf they might not patch anything before July 2011.

So let's say if I have an older kRO and the patch doesnt retrieve due to the files not existing anymore,

It would be possible to stay updated and patch as long as a friend ( with an updated kRO ) sends me his data.grf and rdata.grf and his 2 patchers? (rsu-kro-rag-lite.exe and rsu-kro-renewal-lite.exe)

In theory yes, think i do that all the time when i messed up my RO folder.
