Character creation problems

I've been having trouble trying to make a character, I get everything set up andthen name them and click the create button, but when I do I get an error message that reads "Character Creation Denied" and it redirects me back to the character select screen, did I perhaps register wrong? Or is it just something with my files? If you guys could help me out I would appreciate it.

Is this for the test server?

If this is your own server make sure that your SQL/Server Files is set to the amount of slots your client is hexed to.   
If this isn't your own server try creating characters on different slots.
