What is the RMS Test Server?

I have been a member here for about some time now but I have never thought about the RMS Test Server.
Now that I do, can anyone of you(espacially the admins in this site) tell me the whole concept of this!?
Please tell me the specs(something like that!) of this server.
I would like to know everything(or almost everything) about this server that a player must really know.
But I am more concern about what I need to know, so please tell me the things I need to know about this.

i'm sorry about the signature, i was so in need of immediate answer to my inquiry...
that is the main stupid reason why i did a very long/annoying signature in process!
i hope you'd forgive me...
