Question about Game Mechanics and updates

Does the server follow renewal mechanics in terms of stat changes?

Also, from what i've seen in 3ceam is that, they already have sura skills added, and some other bugs are fixed, when will the server be updated? Are we suppose to update the game ourselves? if so, how. Or we should wait for the updates? if so, when XD
