the error says:(This application has failed to start because Binkw32.dll was not fouynd re installing the application may fix the problem)  how i can open the servere or fix the problem. BTW it get the error before open.

Did you follow the instruction when downloading the RO client on the download page of the site?  Show us a screenshot of your RO folder.

i have already full RO server i downloaded the RMS test server to test some skills and some stat my RO folder is full so nothing not downloaded why the error come?

Well if you are missing binkw32.dll you are at least missing the dll pack.  It's inside ro01052011_dll.rar which you should have downloaded and extracted into your RO folder.

Don't just sit there and wait for feed.  It's also your responsibility to help yourself.  If you have downloaded the RO client and followed the instruction to extract and patch them.  You wouldn't be asking "where i can download this?? plz reply fast!!" twice.  Because it's nowhere but right at the download page where you should have visited.

You said you have RO downloaded.  Now from the screenshot you provided, except the content of the RMS Test server package and the dll package I see nothing else.  There are no rsu patchers, no rdata.gf, no data.grf.  Why do you say you "have already full RO server" and "my RO folder is full so nothing not downloaded"?

If you have read into my first advance, do as it said, you wouldn't be asking again and again.  Step one is right here (link below).  Read and do everything under "01-05-2011 kRO Client Folder":

No one can help you if you are not listening.  If you have the rdata.grf and data.grf (both patched) somewhere else at least move them into that folder you are showing us.
