Error, can't get past server select

I'm not sure if this error has been handled already, so if it has, a direct to the thread with the solution would be most appreciated.

I followed all the instructions on the RMS site regarding the RMS test server:

• I changed my normal RO folder (EuphRO) to C:/Program Files/Gravity/RO/
• I made sure my Sakray was completely patched (most recent was 1735 2008-07-30sdata_k.gpf)
• I downloaded the following file (http://rapidshare.com/files/124872735/_06-25-2008__play.rms.client_.rar.html) that was listed in the "6/25/2008 - New Test Server IP" stickied thread
• I ran 2008-01-02a.exe and I see the server select screen, with RMS Test Server available.  However, when I double-click it, I get the Gravity Error Handler error message saying I need to contact Gravity or Game Masters, along with a whole bunch of numbers and characters
• I tried having sclientinfo.xml be the only file in the /data folder, keeping all my old /data files along with sclientinfo.xml, keeping sclientinfo.xml and the other /data files that came with the package (see bullet 3), keeping all my old /data files and sclientinfo.xml and the other /data files that came with the package. (Note: I am not creating my own sclientinfo.xml, so there is no possibility of my creating a sclientinfo.xml.txt; I'm using the sclientinfo.xml that came with the package (see bullet 3))
• Upon skimming some of the other threads, I saw that one solution was changing the line in data.ini (it didn't ultimately work though):
  2=data.grf
  to
  2=sdata.grf

I'm just not sure what to try anymore.

Possible issues:

• I'm using Windows Vista, and every time I want to do an action in Program Files I need to confirm the action (some silly administrator thing with Vista).  I haven't had a problem with this regarding patching Sakray, so I don't believe this is an issue, but whenever I wanted to change data.ini or move things into the /data folder, for example, I would need to confirm.
• I don't think I have any Korean packages installed on my computer or anything, although I can see the Korean characters on the buttons when I patch my Sakray, and I can see the Korean characters on the buttons at the server select screen (where I choose RMS Test Server, see bullet 4).
  

Anyone know what I should do?

I cant do anything at all !! I try to make new a/c .. It says un-registered Id etc... Is the server under some mainance of something Admins ?

Apparently, there is an issue with the server, if it isn't, then it must be horrible luck for everyone.
