Now, I know that this forum is full of pretty much this exact same problem.
How I went about trying to access the test server until my problem
1. Downloaded and installed Sakray and kRO 0305 (the latest kRO and Sakray on the website) and installed them.
2. Added translation files and sclientinfo.xml to the data file in my directory. Moved the provided client to my RO folder.
3. Updated Sakray (and Ragnarok) until it stops updating and the 게임시작 (the first button on the left of sakray) is available to be clicked on.

I've read and re-read the instructions on How to Connect and followed them, have looked at as many similar topics as possible, uninstalled and reinstalled Sakray and kRO, and updated Sakray, and used dexter's Alternative Sakray, have tried to run Valhalla Client Patcher (and this errors too -
