I went through all the 0 vote count servers to see if they even opened/stayed open. These are the ones with their websites down at the time and no way to register.

IIRC ... one part of the auto-delist script will delist server with zero review after 45 days of being listed.  With an email send to the account owner and they can reactivate the listing if they wish (mean their server is not dead).
