No legal or illegal. It is your server's ground and it is up to you to say it is legal or illegal. As far as RMS is concerned advertising on another server is not covered in our terms of services.
Obviously nobody can make a call on exactly /who/ is it that is advertising there. It could be anybody, a lover of Divine RO can do that to increase popularity while a hater of Divine RO can do that to damage reputation. Under the assumption that it is against our terms you might do it too if you think that will remove a server from our listing. (Just need to name the possibilities out there).
I'll move this to rant section.
The best way to handle this situation is to approach the administrator of the respective server, or have the owner of your server do so if you are not the owner. From there, there's not much you can do if the owner of this server chooses to be unprofessional and solve the issue other than ban the IP of the person doing it. :T
