Request for Webcoder

I recently made a webdesign via Photoshop. Right now I need someone who is experienced with coding or website programs that will be able to complete this job. I am willing to pay depending on the amount requested. I will post the design below for anyone who thinks that they can pull it off for me. Also, please give a price range. Thank you!

There are coders in this section that have the ability to do this.  You can look around.  But having a topic like this could let you choose the lowest bidder I guess.

Eh, low price is only nice. I don't really care at this point I just really want a good site to actually attract players. I also posted it because I've gone through at least 5 people who said they could do it and end up changing it mid way to suit themselves. Also, I noticed the link for the image was broken, so I updated it. The glow on the template doesn't have to be done, as I know from basic coding its a bit of a challenge.
