Mix Cooking_Formula and +10 Food_1 Hour_ Weight 1

Hello there...
I have a potter genetic and the server mechanic that I am involving now is a pre renewal mechanic. I have 2 questions actually:

a) Does the successful rate of making food is depending on Dex and Luk without consideration of Int?

b) Can you help me regarding the steps on making +10 food with 1 hour duration with weight=1. The name of the food is something like ***_dish10_M

i think you can check the +10 food calculator on the RMS site.
and for the mix cooking formula, i believe the success rate is fixed for 30% success rate. 
i am currently playing at server that use 3ceam.
i don't know if it different in eAthena or rAthena server. 

i myself think about selling dishes in my server, but i think it's not profit, since the cost of the ingredients for 1 dishes is about 1million zeny and the dish itself only worth for about 250k.

b)1 Weight dishes are special ones that you get from kafra shop items. Some servers do have them in events or as donations tho.
