[Renewal] Refining Weapon with a Mechanic

Just something I'm curious about. Is a mechanic worse in refining weapon than a WS? Since WS  can get to 70 job level. Or a job level 1 Mechanic will be treated as a job level 71 WS when it comes to refining?

WS > Mechanic. It counts the jobs so 70 > 50.
