I'll try to be smartass because I have nothing to do :)

Stat build: 9+ vit, 80 - 99 int, 90+ dex
dex is really important, you need to be able cast successfully without getting interrupted.
Hence, int would come in second most important stats. For damage mainly...
vit is not really important because only smith (hammer fall) and swordman (bash) could screw you, but they must get close to you first. You need it for max hp + pot efficiency though. 40 - 50 vit should be the most you can afford.
If you are woe addict, try to get 10 - 20 str to add more weight to bring more pots.
To optimize stat try to get multiple of 5 or 7 for int.
Stat Food should not be exist, right?

Equipment: (I just list non-mvp)
Poopoo hat, Phantom of Opera, Thara Frog + Guard[1], I forgot which one is strongest rod, probably it's just rod[4] + Fabre/Drops + Zerom/Alligator + Glove[1] + Matyr/Verit + Shoes[1] + Muffler[1] + Marse Card (if SG fest) + Marc/Evil Druid + Silk Robe[1]
Poopoo + Thara = 40% demi human reduction, it should be good. You shouldn't get one shotted at all.
Raydric is not required because there isn't dangerous neutral skills...
About anti-frozen, probably it's better to let you frozen... to minimize damage? Then you can wait your friends to come together with you.

Smokie... you don't really need to hide, there's no strong skills

Skills: hotkey Storm Gust level 1 and 10, level 1 to stop, level 10 to kill.
I would say quagmire 3 or 4 (depend on your skill build), you would use quagmire most when you are defending.
Try not to quagmire your guild mates.
Some castle (aldebaran) may have water area, you could hotkey water ball if woe are not crowded.
Fire Pillar only when you are defending and when there's alot enemies. (assume it as putting a trap)
Only do jupitel thunder when it's not crowded. Otherwise keep AoE-ing (SG SG SG SG >_>)
Stone curse might do well if woe is not really crowded. Then you just wait together with your friends... killing it with bunch skills at once.
But yeah... Storm Gust > Stone Curse.
Always make sure you turn on sight.

Raydric and Phen is recommended for PvM.

Try to learn vertical fire wall, this very old website could be handy to learn the trick.

And learn to always quagmire, this skill is very handy on pvm.
Almost the same thing on SG, cast level 1 to stop monster, level 10 (or any level that kills) to kill.

If you are getting good at it, your game play may look like this
mob monster -> quagmire -> Storm gust level 1 -> quagmire -> Storm Gust level 10
or mob monster -> quamire -> vertical fire wall -> vertical fire wall again -> vertical fire wall again -> water ball / fire bolt / Storm Gust level 10
or teleport -> safety wall -> quagmire -> storm gust until all monster dead -> teleport again.

I rarely see people using fire pillar so I am not sure about it.

If you are partying with priest, wait patiently for sufra if you want to cast level 10 Storm Gust. Mostly depend on priest gameplay.
lastly, lol I assume the max level is 99. Oh well...
