Unfortunately, there's no such server with a population this large.

When I recently made a list of top populated servers this was the result:

LifeRO's pretty good... c: I've been playing it for a while, and I like it. For the record I'm not affiliated with the GM team, so this is a player that's recommending. :B It doesn't have the population you're asking for, but like the last guy said, you're not going to find it. :/ so maybe you'll be able to take a look here.

    PvP Arena with WoE Mechanics enabled.

If you want a pre trans server that is
low rate check out SimplyRO (classic). Great community just need more players. Once you
discover it you will not be disappointed.
