It's a good idea if you're 100% new to server administration and if you have custom stuff, if your server is 100% vanilla (no custom scripts or anything) then you'll probably be fine, but if you're not beaming with confidence, I would do a beta. In general beta tests are generally done to check balancing, receive criticism on features or get feedback on possible improvements in general, and to test for bugs. For RO, it would be primarily bugs.

Not a Super High Rate server, but just launched a High Rate server. Max Level 255/255. We got custom monster drop boxes at 3%. Mini-bosses and MVP drops them. Items are easily obtainable through events, voting, and quests. Donation is pretty much obtainable as well (drops from mobs and hunting missions).

A lot will probably tell you that "RO died a long time ago." Maybe those who said that were pserver admins or players themselves that had been fed up of RO server kept dying. For them, everything simply became a cycle. But actually, it didn't. RO is still alive and kicking. it may had declined since starting way back in 2002-2004, but people still play the game. Point is, google all games excluding RO that had been released in 2002, 2003 or 2004. then, let me know which ones are still actively being played in 2018?

no, it died a long time ago because everyone worth playing with in this game have done everything they needed to do in the game. also, everyone who seeked perfection in this game achieved it a long time ago, thrived and moved on with their lives, including myself. the game is old and flawed and there's nothing innovative in years, what reason would anyone have to play it? i do however think that a client rework would really help make this game more viable, the client interactions really didn't age well.

not gonna lie meng, i've had an alpha, beta and omega and 3 years, and i'm still not completely ready to open; and i have the ingame skill and knowledge to know what i'm working towards

imagine what these random clowns are doing with their lives opening servers without betas
