Well, there was a topic concerning Zeel before, and I want to warn people again. He's been recently attacking Dreamer-RO. And has made their Co-Admin resign. So please, watch out if you find Zeel in your server. His common names are..
Zeel,King Zeel,xX Zeel Xx. Basically anything with "Zeel" in it. Again, watch out for this guy.

His methods? Racist comments, sexual harassment, anything that works to drive the staff insane.

Isn't that what he wants? Attention? If the server just ban him, and keep banning without giving him attention, he will probably skip the server.

There's many people like Zeel, who just go around from server to server to cause disruption & chaos.  Most of them do it because they get a weird kick out of all the attention they gain from it.  As said above, the best way is for the server to simply ban him & give him as little attention as they can.  When he sees he's not getting any reactions from the GMs, he'll most likely get bored & move on.
