Heres an easy way to spawn a Hard MVP.
1) Find "Sincere Follower Urstia"(rachel 157 183) Talk to her. She'll Tell you about her sick son and
ask you to Shine a Necklace to offer to Freya.

2) If you were listening to her she'll tell you about a Mage Fighting Monsters in the
Ice Dungeon. You'll Find him in Ice dungeon floor 2 (ice_dun02 120 105)
You see he's frozen but he can still Talk. Also he'll tell about how he got frozen, its kinda funny.

3) He'll tell you to find his master.
You can find him north part of the spring in Rachel. (rachel 165 98)

He'll Tell you to Get him some items.
You'll need :
5 Rough Wind
1 Hammer (he tells you a 'hammer' but it only works with Hammer[2])
1 Blank Scroll
Bring everything back to him and he'll make a Wind Hammer.
4) Take the wind hammer back to the frozen Guy (ice_dun02 120 105)
You Break the ice and A few Snowiers spawn (you don't get to kill them, he dose, /sob )
And he gives you some Magic Freezing Powder along with a Shined Necklace. and for some reason he goes back to being frozen ???
5) Go to Ice Dungeon floor 3 and put out the 4 flames around the center of the map. Some messages will appear and Ktullanux will spawn around the Center. Kill him and Enter the Portal. You'll enter Ice Dungeon floor 4 (ice_dun04) and there will be a frozen Kid. You don't do anything you just watch him be frozen.
6) Bring the Necklace back to Urstia and... you get nothing /omg /sob
Oh well... At least you got the MPV :3

I believe Urstia gives you EXP for giving her the necklace. I also read somewhere that you can vend ice heart for higher zeny someplace after completing this quest.
Yep, according to Doddler wiki you can sell Ice Hearts to NPC Mohadin (rachel 113,97) for 375 zeny/ea.
