As far as I know, Finger Offensive is affected by ATK.
So, basically, get Str-Gears?

Mace with Zipper Bear Cards/Thanatos Card ()
+9/+10 Tidal Shoes with Firelock Card
2x Vesper Core 02

Str/Dex-Food.

Doesn't apply to normal non-overlevel servers.

TSS has no skillcast delay, so it's defined by aspd. That's why you should get as much as possible ATK while having ASPD, HIT and cast speed balanced.
It would be also useful to use freeze cards (SK, Marina) to first freeze your target, and after applying wind elemental scroll hitting it with other weapon (for damage). In this case, aspd and speed of cast is only needed to freeze the target.

And for rms test server... meh... item2 ahura mazdah and angra manyu, lol.
