WoE with third classes.. is it so much different from before?

Just asking.. I was wondering if I should join CookieRO, which is a low rate with third classes.. but I really don't know how are WoEs with 3rd class..

Could you guys explain me what changes between WoEs with 2nd and 3rd classes??It is better/worse??
