Which has the higher chance? Whitesmith's Weapon Refine (10% better than Hollgrehenn) or Suhnbi's Enriched Oridecon (I don't the success rate of this)?

It seems like it has no improvement. It still 10% success rate (weapon: from +9 to +10) whether it's an Oridecon or Enriched Oridecon.

vengence

i would prefer Whitesmith's Weapon Refine for refining a wepon as when i tried a lot to refine wepons it used to succeed to +10 compaired to the NPC...

Regret

I'd still go for "Weapon Refine" because I got more lucky with that than these "Enriched Oridecons".
But that's just my two cents.

It actually completely depends on what upgrade level you're taking it to.
using level 4 weapons, going from +4 to +5 has a 90% chance of succeeding, and going from +5 to +6 and +6 to +7 have a 60% chance of succeeding using Suhnbi, while a jlvl 50 whitesmith has a 70% chance of succeeding for +4 to +5 and 50% for +5 to +6 and +6 to +7.
+7 to +8 and +8 to +9 has a 30% chance of succeeding though for both a Smith and Suhnbi.
However, +9 to +10 has a 10% chance of succeeding for Suhnbi (which is the same as using a regular ori) while a smith has a 20% chance of succeeding that upgrade.

So in the end, using Suhnbi up to +7, and a whitesmith from that point onward, nets you the best chances of getting your weapon to a high overupgrade level.
