The Artifact Researcher is located east of the the lake (mora 148, 98). Any of the gears may be purchased from the Guardian of Power (152, 97) at a cost of 10 Mora Coins each. From here you can select which class and specific piece of equipment you would like.

No npc, no white wing ;o

Holy armor scroll I think it's a kafra shop thing or event item, no legal way to get them in game by doing any sort of quests but if you're playing with 3rd classes you can pretty much do a Royal Guard Slave for that if you really want the effect.
