i heard there is an npc who makes it for u. Anybody know where that npc might be?? i know the fashion lady makes evil wing ears[1]

Lower edge of yuno indeed, bottom right if I recall. But I don't think it's slotted [1].

A lot of servers like to "customize" headgears like this by adding slots. You may want to ask your GMs for more details.
