A gm team that has a goal and manages to achieve it, and a player base that acknowledges the server and makes it a good server together with the gm team.

What is your definition of a "good" server. Be precise. If you're saying a good server is based on having a large population base, then all you need are donation items and a good team of corrupt people who will bribe topsites and pocket the money to spend on their lives. :)
