The difference between various monster's EXP rewards start to get out of hand the higher you go, so 3x is pretty ideal as to not cause some monsters to be vastly superior to others.

Drops: 10x for cards and equips, 1~3x for everything else. (Or just do Logarithmic like Playtester said)
Like EXP rewards, monster drops get too imbalanced the higher up you go. Monsters that already had drops at 90% will cap out in value while other mobs that had 1% drops will suddenly become massively more valuable to hunt comparatively.

Too high of rates removes a lot of balance between monsters imo.

Logarithmic drops is an option in Hercules and rAthena you can enable for your drop rate formula.

Personally, I use an alternative logarithmic formula, which is just "extra chances at the item" so 5x drops on a 20% item would be 5 chances to get the item based on calculating probability. It works similar in effect, and it's not an arbitrary formula.

And to relate to the topic, my favorite rates are anywhere from 3x - 10x exp and 1x - 5x drops. That way I can feel a sense of pride and accomplishment in my character(s).

well, I hated grinding in ro and now come to just kill some cute monsters or just feel I like well, STALKER AND RO.... I always fell like im home when I play them.

So Mostly SHR where I dont actually have to level......

This time, I am composing a list of all mvps and gonna kill em all. ohko, or somesuch.

so Yeah those servers that let you deck out with +127 refiners and sticking 12 seyren windsor cards [10realistically as antistun and smthin orther cards are mandatory] , and buying everything on a mall or 20 bucks [zeny not irl moniezzz]

if I wanna play for the long haul........ welll playing alone with any irl frnds nop, used to play actual offical inro ages ago with irl guild etc etc..... now.... no .......

I'm literally typing this now.... instead of searching for shrs..... actually came here again so smthin else.

It depends on how often there are exp events, presence of things such as TIs and how easy it is to obtain manuals/bbg.
That being said, a good baseline is:
Base: 10~15x
Job: 10~15x
Drop: 5~15x

Renewal EXP penalty, no Drop penalty.

I find this to be the best balance between not destroying leveling progression but also not being overly boring and long.

well i used to like 10x rates , try a few p servers trying to get rich early with the champs , watch unsellable diablous gear getting yelled.... then dead
