The dungeon that never was?

i have recently been doing a lot of mb searches, trying to create weapons for a high rate, and i am noticing more and more creatures that do not appear on any map.  Several items also seem to indicate creatures which are not there (scorpion king card).  Further, there seem to be several places in game where one would think there would be a dungeon, but there isn't.  Pharos lighthouse north is one example (the npc states you cannot enter due to renovations, then seems nervios).

is anyone aware of any other instances of this phenomenon, or know the story behind these areas.  Where dungeons planned and then scrubbed, but code was left in the game?

Because that is to keep noobs and cops away from rogues.

There are a lot.
Just check the warp of east of aldebaran.
Check the west warp on the map 2 west of geffen.
Lutie was supposed to have many fields, they have added textures that they didnt use for snow maps.
And the list goes on eternally, what really happens is that Gravity is constantly hiring/firing developers, so some ideas are started and them scrapped.

a lot of them use to be in but then were removed
some are custom mobs like event monsters or mvp slaves
some are for only certain RO servers (ie. the russian RO mobs)
and some don't have maps to spawn on yet....
