Is it worth upgrading level1 4 slotted weapons like main gauche[4], mace[4], s.jur[4] to +10?
Won't give you as much kick as higher level, but they're plentiful so easy to upgrade. It's more a situational thing, whether you need the raw attack and various special abilities of higher level weapons or the card slots for various situations. Refine is last thing to consider. But if you decide to use level 1 weapon, go for +10 every time.

assuming this is 99/70 server, no
pvp wise infiltrator[1] and bloody roar are the only katar you need
pve wise slotted elemental katars , normal elemental katars , ss carded jur/spec jur are enough
+7 and +10 spec jur are only around 5% bump in damage
not worth the effort unless you going to slot several mobster card on it

Might make a difference if you want to one-shot hw/hp in bio3.
Your sig btw, I remember that guy, was fun.
Its always worth, but not so much that it would change your damage to the extreme.
I used to use status daggers and +10 really helps low STR chars not do 0 (miss) damage.
