how does Issila card functions????

i bought the card..n i oso use it in my mage since it say to perform a magica attack...but my cast bar stil same as be4 i use the cards...

can some1 tell me pls how to use it....more detail bout it....

But now that you mentioned, i checked again and it didnt state that there is a "chance" of triggering the effect, pretty much stating that would happen on all magic attacks.

Anyway, already fixed, current description (no official item info yet):

When performing a magical attack theres a small chance that for 5 seconds you'll gain 50% reduction in cast time and FLEE + 30.
