It depends on the kind of server you play.

1) Option for servers with custom NPC's (usually mid-high rates, although some low rates implement it aswell) :

- Probably sold by Tool Dealer (find either in towns or Market Place if the server has one)

2) Option for servers without or little customization:

-Grape Juice can be made by Juicer (you have to complete following quest http://ratemyserver.net/quest_db.php?type=40000&qid=40001)
-Blue Potion is made by Alchemists/Creators, you can either hunt materials and ask a friend, or make a character yourself

Since only customized NPCs sell them, you'd better ask that in your server's forums.

There's also a NPC in alberta that makes pots if you give him herbs and empty bottles, iirc,

It varies per server; you should try asking on your server's forum. RMS doesn't know every detail of every little server. It's a general website.

It's usually located in the main town. Or in the mall.
