Sounds like it would be too much of a lengthy process, but I hope rms admins check for reviewing more than once on same ip and proxy users too. Some servers don't seem to have the population to back up the amount of reviews they get, much like on voting topsites sometimes the number of vote seems anomaly high for the server's population, hence the suspicion of proxy voting.
