imo sleeper is the best choice unless your server nerfed the drop rate or downgrade rate of great nature.

this is a sample low end build http://calcx.wushuang.ws/?caDbLbibvaYabbCaPabaiaabngamaAaDaae8eaaaaaaaakPaaeeaaeuePc7feboflbDftbNftbNeeeeajaaaaakaaabkkaaaaaadhfaaacMaaaazaaaa

the most important thing is being able to 1shot sleepers which is achievable at 110str with a good weapon and porcellio card. you may opt to skip flee/agi if you have better damage reduction gears but flee allows to occult smoothly especially against multiple mobs.

i find the use of inn as necessary for fast farming and 1 GN covers the cost per use anyway.

If you are able to invest to some high end gear (diabolus ring, diabolus robe, variant shoes), you can get a lot of SP and you won't need to use inn that often.
I did no testing with Steal. Only thing I would say to this topic is, that the higher the chance of stealing (skill lvl, luk, dex), the higher the chance of getting low drop item, which is probably something you do not want in real situation. Sleepers are bit different though.

Well, if you go hunt some mobs, you either want items with high drop chance (Yggdrassil for herbs, Bathories for starsands, ant egg for empty bottles, almost all items used in WoE - items for brewing EDPs, Acid Bombs, ...) and you want to maximize the chance for stealing that items (thus minimizing the steal chance).
On the other hand you might want to hunt mobs for cards or other low drop items (<1%), and the chance of stealing such item is (I believe) pretty low (I did not check any formulas or what so ever).
I can think of just few locations, where you want to kill mobs for items, which drop rate is ~25%. Sleepers are one of this example though.

The higher the chance of stealing, the higher the chance of getting the lower drop item. But that does not mean that item is more valuable.
