Rogues WILL need decent gear to level, especially if you're going a gank rogue where you will always be attacked.

As a rogue, I would go into a bow build, get a gakkung, AoA, any armor, any shoes, any garment and just level at hillwinds.  You can make about 10 mil + if you level there to 99 (depending on the rates - this is assuming 15x rates) so you could buy your equipments later.

Monk - Get a triple peco peco egg chain and investigate sleepers till 99.  you'll make roughly 15 million from the loot, if not more, so you can buy any gear such as lich wand, bucklers, saints robes etc for when you rebirth.

I would be more detailed but you haven't given me enough details like server rates, what kind of rogue / monk you want etc etc
